Is there any way to fix this? I'd tell you to look hereexcept that none of those answers go into just how much work it is to get an emulator running smoothly on less than stellar hardware. Repeat this with the video settings the audio will stutter if the CPU gets bogged down. While it's unlikely that your GPU is the bottle neck, being that it's an emulator, absolutely everything has to go through the CPU.
Continue repeating both of the above with different plugins until it works well enough that it's playable unless you've an i7 processor, sometimes playable is as good as it's ever going to get. For reference ignoring my old HDD score of 5. Loading time is the killer, because when I say one at a timeI mean it! It's the only way to be sure that everything you've done has increased performance rather then being a detriment and that whatever you've changed has actually taken effect.

If you have a modern gaming PC that is struggling with year-old PS2 games, you likely have plenty computing power, it just isn't being allocated correctly. This is what I found ; I changed the VU0 setting to "Interpreter" and suddenly performance was perfectly smooth, even when I ramped up all of the graphics settings to near their max and switched to 4x native resolution.

ONLY fix so far is enabling vsync thru pcsx2 settings. That is expected behavior. Vsync needs to be enabled from within the 3D application for a smooth display, no matter what the "front end" Aero desktop presenter in this case does on top of it.Cp cpk pdf
Could this be solved somehow? Some users actually have this issue, some don't. It is really mysterious why is this stuttering occuring. Correct, because displaying each and every frame on time means more work per frame. Without vsync it may occasionally delay a frame or two but catch up quickly - which is this stuttering. I can deal with this slight stuttering, it isn't ruining gameplay and still some titles have this almost non visible.
This is especially annoying in devil summoner games static background and some fast scrolling games castlevanias, panning camera in dragon quest VIII. And yet it's too slow to handle most games with vsync. This is not a contradiction, like I explained above. Skip to content. Try both to see if one works better than the other. I had significant problems with one, but the other worked smoothly on my old setup. Go through the configuration guide and see if you can adjust your settings to match your slightly outdated hardware.
Make sure you're running in Hardware Direct X mode. This is in the graphics plugin settings somewhere. There are various graphics settings to mess with and it all depends on your hardware, the game and how it interacts with those settings, but Software DX seemed to be on by default and it's a surefire way to ruin performance in 3D games. You might use an overclocking tool like MSI Afterburner, it's really easy to use and very effective.

Sounds like your video card isn't powerful enough to handle the emulation load. That would explain why the cutscenes are fine, but the game itself lags so badly.
Frank - I know my hardware is pretty old in tech yearsbut I'd thought that since the games are so old, it wouldn't require so much power Emulation requires hardware above and beyond the base tech does, due to the effort of translating it for use on non-standard hardware.
If your PC is just at the level of a PS2 I have no idea what its spec are, thoughthen you're going to have issues. I have a little better PC than yours and I too suffer from unplayable lag on 3D games.Mousameh karim mars 2014

Different GPU architectures and even driver differences can make a big change. I've heard of plenty of issues where an upgrade actually made things work more poorly, or introduced new rendering bugs. Anisotropic filtering being able to run on palette texture. This caused to break the rendering on palette textures for games that use it.
